Does anyone else have a problem with wizards not doing anything? In some circumstances Wizards are one of the best classes in the game but either they run away at the first sight of confrontation or just...walk around. No library visits, no hunting.

Low level Wizards usually need a little help to get going. Unless their Guild is in harm's way, they'll generally go after rats (and even then it's 50-50). You have to "babysit" them - keep an eye out and when they get into combat, cast Invisibility to improve their survival chances and keep them fighting.

Place their guild closest to danger so that it will come under attack. Once their guild is attacked they normally go berserk and kill everything in sight and gets them through their first levels quickly. Be ready with invisiblility incase some monsters get to close for comfort.

Use vines or petrify on the monsters when they are in battle, depending on which temples you have.

For just one or two wizards, invisibility would probably be slightly cheaper. Vines, to my knowledge, doesn't prevent ranged combatants from firing, so they might still pose a threat. It's generally best to stick with one wizard at a time babysitting, anyway. Once they get to level 5 they can dispatch hordes of weaker monsters almost effortlessly. What really irritates me is that wizards have such an itch to go exploring.

A fairgrounds with magic tournament will generally get them past the first few levels. They're pretty bright and visit regularly, though a bit of gold to get them started is no harm.
Make sure to research fire blast at the library for when they reach level 3. It makes them a lot more formidable, and I get the impression they know it.
Use lightning bolt on the guild itself to force the wizards to pop out when a monster walks by. Since the guild builds itself, you can place it in the thick of danger easily, as Gaspod mentioned. Those ever-lovin' blue-eyed rogues can also do the trick for you- just don't try it in multiplayer.
